Shandong is on track to embrace the "dual circulation" development pattern as it enters the 14th Five-Year Plan period in 2021, which also marks the 100th anniversary of the founding of the Communist Party of China.

Top officials from the province's 16 cities put forward their major tasks and goals for this year during the fifth session of the 13th Shandong Provincial People's Congress in accordance with the provincial government work report.

Jinan will continue to expand its strengths and strengthen areas of weakness, and actively integrate itself into the "dual circulation" development pattern. The city will work to improve urban quality and effectively solve more problems affecting people's livelihood.

Jinan will shoulder the responsibilities of the provincial capital to lead the urban agglomeration of the Shandong peninsula and the ecological protection and high-quality development of the Yellow River Basin.

Qingdao will continue to promote real economy and advance high-quality development. Industrial internet will be highlighted to empower the development of enterprises. The city will intensify efforts to become a global marine powerhouse with an influential marine industrial system and world-class ports.

Zibo will implement the requirements of the Shandong Provincial Party Committee and the deployment of the government work report to accelerate transformation and achieve significant development.

Zibo will exploit its comparative advantages to integrate itself into the development of the provincial capital economic circle and the Jiaodong economic circle, as well as contribute to the ecological protection and high-quality development of the Yellow River Basin.

Zaozhuang will strengthen industrial development, promote urban construction, advance rural revitalization, and improve the local business environment.

Dongying will implement the major national strategy for ecological protection and high-quality development of the Yellow River Basin, promote ecological protection and high-quality development of the Yellow River Delta, and build a high-quality national park in the Yellow River Estuary.

Yantai will intensify efforts to improve its capacity for scientific and technological innovation, foster competitive industries, build key projects, revitalize rural areas, develop marine economy and further reform and opening up.

Yantai will make new breakthroughs in building a high-level innovative city, constructing a modern industrial system, integrating itself into the new development pattern, promoting green transformation, and fostering a modern marine economy.

The development goals of the 14th Five-Year Plan (2021-25) mentioned in the Shandong provincial government work report are clear and scientific, and the strategic arrangements for building a high-level and innovative province, as well as a model for rural revitalization in Shandong will play a leading role in development.
