Shandong Releases the "Fourteenth Five-Year" Talent Development Plan to Accelerate the Creation of a New Era of Talent Gathering Highland

Recently, the Office of the Leading Group for Talent Work of Shandong Provincial Committee issued the "Fourteenth Five-Year Plan for the Development of Talents in Shandong Province" (hereinafter referred to as the "Plan"). The "Plan" is divided into 11 chapters, with the overall design of the objectives and tasks, work concepts and promotion measures for the development of talent in the province during the "Fourteenth Five-Year Plan" period, and clearly proposes to accelerate the building of a new era of talent concentration highland.

The "Plan" clarifies the goal of talent development in our province during the "Fourteenth Five-Year Plan" period. The "Plan" proposes that by 2025, a major breakthrough will be made in the construction of a province with many high-quality talents, the talent development system will be more complete, the talent ecological competitiveness will be significantly improved, a modern talent development governance system will be initially established, and a talent support pattern that meets the requirements of high-quality development will basically be formed, so as to become a highland of talent gathering in the new era with national influence. In terms of the scale and structure of talents, the number of talents in the province will reach 20 million, with 150 top talents with strategic leadership, 6,000 leading talents with important influence, and 40,000 new overseas high-level talents, 25,000 young innovative talents with doctorate degrees and 3.5 million university students coming to study and work in Shandong. By 2035, a high-level modernized talent province will be built, the ecological competitiveness of talents will reach the forefront of the country, a large-scale, well-qualified and reasonably structured talent team will be built to match the modernized province in the new era, a highland of international and domestic first-class talents will be formed, talent peaks will be built in key areas, and talents will become the core driving force to support and lead high-quality development.

The "Plan" puts forward the key direction of talent team construction during the "Fourteenth Five-Year Plan" period. The "Plan" proposes the development focus on scientific and technological innovation talents, industrial talents, rural revitalization talents, marine management talents, and social undertaking talents. Among them, focus on the self-reliance of science and technology and the construction of a strong science and technology province, take the construction of a high-level talent carrier platform as the support, innovate the scientific research organization model, adhere to the simultaneous introduction and cultivation of talents, and focus on gathering a group of strategic scientific and technological talents, leading scientific and technological talents, young scientific and technological talents as well as scientific and technological service talents, build a first-class scientific and technological innovation talent team, and stimulate the innovation and entrepreneurial vitality of the whole society; focus on the development of "Top Ten" modern advantageous industrial clusters and the development of future emerging industries, focus on strengthening the cultivation of talent-led enterprises, promote the integration of science, education and industry, focus on the cultivation of a number of entrepreneurs and business management talents, industrial innovation talents, high-level engineers and highly skilled talents, and build a high-level industrial talent team, vigorously cultivate a group of entrepreneurs and business management talents, industrial innovation talents, and high-level engineers and highly-skilled talents to build a high-level industrial talent team; focus on building a model for rural revitalization in Shandong, focus on the development of rural human capital, strengthen the cultivation of local talents and promote the flow of talents to the grassroots, accelerate the cultivation and introduction of a group of agricultural production and management talents, rural secondary and tertiary industry talents, rural public service talents, rural governance talents and agricultural science and technology talents, and cultivate a high-quality talent team for rural revitalization; focus on the construction of a strong marine province, give full play to the role of marine-related university research institutions and major scientific and technological infrastructure, accelerate the gathering of first-class marine innovative talents and marine industrial talents for the advantageous marine industry, and build a leading team of economic and strategic marine talents; focus on meeting the people's ever-growing needs for a better life and improving social governance, strengthen the cultivation of modern education talents, new-age propaganda, ideological and cultural talents, high-level health talents, high-quality social work talents and new think-tank talents, develop and expand the talent team for social undertakings.

The "Plan" sets out key initiatives to enhance the attractiveness and agglomeration of talents across the province. Firstly, create a number of regional talent development highlands. Support Jinan, Qingdao to enhance the comprehensive service capacity and international influence of the central city, to create a global talent "reservoir"; support other cities based on the location and development focus, to cultivate a number of special talent heights; support all kinds of development zones, new areas, etc., to create a micro-ecology conducive to talent innovation and entrepreneurship, and form a small hub for innovation and entrepreneurship where innovative talents with strong innovation vitality gather. Secondly, promote the open cooperation of talents at a high level. Establish a global perspective, and strengthen cooperation with domestic and foreign science, education and human resource-intensive regions through measures such as laying out offshore bases, talent enclaves, and improving the convenience of talents coming to and staying in Shandong so as to attract and make good use of talents on a global scale. Thirdly, create a first-class talent ecology. Continuously optimize the supply of talent system, deepen the reform of the talent system, promote innovation of the talent system, and make greater efforts to decentralize the employers and untie the talents. Vigorously improve the effectiveness of talent services, implement three major plans to build the talent service system, improve service quality and expand service content, integrate service resources, recreate the service process, and effectively enhance the sense of belonging and fulfillment of talents. Fully stimulate social market forces, give full play to the leading role of SD Talent Group, improve the diversified mechanism for introducing and employing talents, and enhance the marketization, socialization and specialization level of talent development. Vigorously create a good social atmosphere, improve the system for party committees to contact and serve experts, improve the "Talent Shandong" promotion mechanism, and create the "Talent Shandong" brand.
