To further implement the strategy "reinvigorating Shandong through talent development", the Provincial Party Committee Organization Department, the Provincial Department of Human Resources and Social Security, the Provincial Department of Finance jointly revised and introduced Implementation Measures for Encouraging Social Forces to Introduce High-level Talents in Shandong Province, aiming to further stimulate the enthusiasm of social forces to promote the provincial talent introduction work, broaden the channel of introducing talents, and recruit more high-level urgent and scarce talent to Shandong for innovation and entrepreneurship.
According to the provincial economic and social development needs for high-level talents, those third-party organizations and individuals who assist provincial employers in introducing high-level talent from home and abroad to work in Shandong for the first time through policy environment promotion, job introduction, project negotiation, senior talent search, talent matching and exchange activities, etc., will be rewarded up to RMB 200,000 (the specific amount will be determined based on key task completion of talent introduction and comprehensive demonstration opinions that year). Wherein, the third-party institutions refer to human resources service companies and intermediaries at home and abroad with personnel service qualifications, various social organizations with talent service business approved by the civil affairs department, and workstations set up by various departments at all levels to attract talents and wise people; individuals refer to natural persons who recommend and introduce high-level talents at home and abroad to innovate and start businesses in Shandong, not limited to regions and occupations.
In order to make the introduction of talents by social forces more in line with the demand for high-level talents in the province's economic and social development, we will mainly support third-party institutions and individuals to introduce the following urgently needed and scarce talents: First, the outstanding talents to undertake key scientific and technological research and major scientific research and innovation projects in Shandong, thus specializing in the service of key industrial development and key technology breakthroughs; Second, young doctors from home and abroad (such as doctors from domestic "double first-class" universities and Top 200 universities) with better scientific research and innovation capabilities, so that boosting provincial outstanding young talents centralized cultivation to reserve a number of "future leading talents" with greater innovation and entrepreneurial potential and development momentum; Third, high-level talents who are willing to come to Shandong to innovate and start their own business in a flexible way, therefore, focusing on "use-oriented" talent to serve provincial high-quality development to provide new momentum for the province's economic and social development. Third-party organizations and individuals with the above conditions will be recommended by the employer who has introduced talents in the province to the provincial Human Resources and Social Security Department to apply for provincial special rewards for encouraging social forces to introduce talents.
