The Notice requires that under the guidance of the talent work leading group offices of Party committees at all levels, the high-level talent service windows of local human resources and social security departments should effectively integrate the advantageous resources of specialized institutions such as financial credit, legal finance, human resources, intellectual property rights and technology transformation, and provide "group" or "one-to-many" and other forms of high-quality services by government purchase or quota compensation etc. to realize the organic connection and integration of government public welfare and market high-quality service resources.

In order to ensure the precise and effective promotion of market social forces' participation in high-level talent service, the Notice specifies that where conditions permit, the enthusiasm of market socialized service institutions can be utilized and the service quality and efficiency can be continuously improved by means of government purchase, quota compensation or promotion of the use of service coupons. Where conditions permit, based on the gradual growth of market social forces' participation in high-level talent services, it is possible to promote institutions in similar business fields to establish talent service alliances, attract market socialized institutions to participate in a wider range, introduce market competition mechanism, implement the principle of high quality and low price, and enhance the improvement of service quality and efficiency.
