Foreign High-end Talents May Work in Shandong Regardless of Age, Education, Work Experience

Recently the Department of Science & Technology, the Human Resources and Social Security Department, and other departments of Shandong Province have jointly released the Measures for Facilitating Foreigners' Work in Shandong. The Measures, which evaluate and upgrade the previous trial measures, will facilitate foreigners' work in Shandong, and attract more foreign high-end talents to make innovations and start business in Shandong. According to the Measures, foreign high-end talents may work in Shandong regardless of age, education and work experience in future.

The new Measures emphasize efforts to bring in foreign high-end talents and urgently needed foreign professionals, expand the recognition scope of foreign high-end talents, allow foreign high-end talents to work part-time, exempt personnel holding foreign talent visas from work permits, and allow employers to recruit foreign domestic helpers for foreign high-end talents, support the introduction of urgently needed foreign professionals and relax restrictions on such talents in terms of education and age, and allow excellent foreign graduates to make innovations and start business in Shandong.

Articles encouraging early and pilot practices of high-quality development are added. The new Measures encourage early and pilot practices by the free trade zone, the China-SCO local economic and trade cooperation demonstration area and other areas, allow foreign talents at the start-up stage to apply for licenses through incubators, maker spaces and other platforms, allow foreigners holding permanent residence permits to found sci-tech enterprises and register them as domestic-funded enterprises enjoying equal treatment with Chinese citizens.

The new Measures further optimize the process of foreign talent services, including further extending time limits of work and residence permits, simplifying application materials and reducing the time of work permit examination. Besides, the new Measures require that we should strengthen operational and post-operational regulation, gradually establish and improve credit archives for employers and foreigners, as well as the system of the abnormal list of employers and foreigners making false promises.
