Shandong Releases China’s First Provincial Standards for High-level Talent Services

To further improve high-level talent services, Shandong has recently released China's first provincial standards for high-level talent services: Standards of Shandong Province for High-level Talent Services, which focus on building green channels for high-level talents, fully regularize agencies, staff, items, modes and processes of high-level talent services in Shandong, specify service items, standardize service behavior and digitalize service results, and aim to improve Shandong's standardization level of high-level talent services. The standards will come into effect as of January 27, 2022.

Made up of eight parts (Scope, Normative References, Terms and Definitions, Green Channel Services, Green Channel Service Credentials, High-level Talent Service Agencies, Service Modes and Requirements, Service Evaluation and Improvement), the standards specify green channel services for high-level talents, service credentials, service agencies and staff, credential application, as well as the main responsibilities of service agencies and service specialists, and coordinate the provision of convenient services to talents in such aspects as entry & exit, residence, household registration, housing, trailing of spouses, schooling of children, staffing quotas, titles, posts, remuneration, travel, fitness, customs clearance for goods and market access. The formulation of the standards is an innovative move of Shandong to implement the talent strategy and improve high-level talent services, as well as an important outcome of Shandong's public service standard support project. The implementation of the standards will promote the integration and full coverage of high-level talent services in Shandong, facilitate the introduction and cultivation of high-level talents, and arouse talents' vitality in innovation, creation and entrepreneurship.

"At the next stage, we will focus on addressing the imbalance and insufficiency in local high-level talent services, comprehensively strengthen standard publicity and training, implement and apply the standards in key links, strengthen implementation effect evaluation, keep improving service mechanisms, reengineer service processes, improve service quality and efficiency, provide higher-standard services to high-level talents, and go all out to build warm talent service brands," said Zhou Chunyan, Member of the Party Leadership Group and Deputy Director of the Human Resources and Social Security Department of Shandong Province.
