Located in the downtown area of Dezhou，Dezhou Economic and Technological Development Zone was launched in March 1998 and promoted to a national economic and technological development zone in March 2012. It covers an area of 119 square kilometers and has a permanent population of 223,000.

In recent years, Dezhou Development Zone has seized historical opportunities such as the coordinated development of The Beijing-Tianjin-Hebei region, the major project to replace old growth drivers with new ones in Shandong Province, and the integrated development of provincial capital city clusters and economic circles. Industry planning

In December 2021, with the approval of the provincial government, the "Development Plan for the Tianqu New District of Dezhou " was issued and implemented. Relying on the national park, a provincial new district was established with an area of 417 square kilometers. The new area is strategically positioned to build a pilot area for connectivity with the coordinated development of Beijing-Tianjin-Hebei region, a smart and vibrant new urban area in northern Shandong, and a demonstration base for new energy and new materials industries. The new area will focus on the development of three major industries of new energy, new materials and electronic information, and will focus on creating a modern industrial system of "3 major industrial categories + 16 subdivision tracks".

New energy industry: Improve the wind power equipment industry chain, promote the diversified utilization of solar energy, build geothermal energy utilization bases, prospectively plan the layout of new energy frontier fields, and focus on creating 5 subdivided tracks of wind power equipment industry, diversified utilization of solar energy, hydrogen energy and fuel cells, geothermal energy utilization, and energy storage industries. Specifically:

New material industry: Cultivate and strengthen high-performance fiber materials, develop new energy materials jointly, develop advanced metal materials with characteristics, make a forward-looking layout of new materials, and concentrate on building four subdivision tracks including nuclear protection materials, high-performance fiber materials, advanced metal materials, and membrane materials.

Electronic information industry: Strengthen the upstream layout of semiconductor materials, expand the scale of packaging and testing, extend the downstream products of new hardware, improve the development of the digital economy, and focus on creating seven subdivided tracks including a new generation of memory, new sensors, photoelectric manufacturing, semiconductor materials, chip manufacturing, and packaging and testing.

Electronic Information Industrial Park: Established by Dezhou Economic and Technological Development Zone on the basis of the existing good-performance electronic information industry and against the background of seizing the great opportunity of Shenzhen's electronic information industry transfer. The park covers a total area of 275 mu, with a construction area of 310,000 square meters. In 2021, 12 electronic information manufacturing projects were introduced from Shenzhen, involving millimeter-wave radar, liquid crystal display module manufacturing, magnetron sputtering vacuum coating, precision molds, micromotors, energy storage management, SMT patches, etc. ,which are all among electronic information key components production projects with high technology, good market prospects and strong leading role. In the future, it will continue to introduce advanced production, management, technology and other high-quality resources to form upstream and downstream supporting facilities for the electronic information industry.

Zhongyuan Science and Technology Innovation and Entrepreneurship Park: Planned and constructed around the Beijing-Tianjin-Hebei scientific and technological achievements transformation base. The park strives to build a city-wide innovation and entrepreneurship ecological depression and a Beijing-Tianjin scientific and technological achievements transformation and incubation base. Focusing on the three major industries of electronic information, biomedicine and precision manufacturing, it has introduced a total of 7 entrepreneurship and innovation incubators, 497 incubation projects, and more than 30 high-level talents of various types, and cultivated 50 national technology-based small and medium-sized enterprises and 11 high-tech enterprises above the provincial level. In 2021, the park achieved a total output value of 918 million yuan, and its business capabilities are prominent in the whole city of Dezhou. It is rapidly expanding its business scope and influence on surrounding cities such as Tianjin, Jinan, Binzhou, Hengshui, and Cangzhou.

National Northern Emergency (Medical) Rescue Comprehensive Demonstration Zone: The total investment in infrastructure construction of the demonstration zone project is 6.5 billion yuan. At present, the first phase of the project's emergency industrial cluster accelerator project covers an area of about 175.5 mu, and the infrastructure construction has completed an investment of 750 million yuan. It is the only comprehensive demonstration area for emergency (medical) rescue approved by the state. Since its establishment, the demonstration Zone project has attracted more than 50 enterprises from the Guangdong-Hong Kong-Macao Greater Bay Area, the Yangtze River Delta, Beijing-Tianjin-Hebei and other regions to negotiate, and signed contracts with 11 high-quality enterprises represented by Hong Kong World Expo (Hong Kong, Macao and Taiwan investment enterprises), Guangzhou Huayin (Unicorn enterprises), and Shandong Aisheng (Gazelle enterprises). In the future, it will focus on the two main industries of public health and medical rescue and life and production safety rescue, and continue to attract a large number of high-quality projects.
