In order to better play the leading role of the pilot free trade zone for the province's opening up to the outside world, the General Office of Shandong Provincial People's Government has issued the "Notice on the Promotion of Institution Innovation in China (Shandong) Pilot Free Trade Zone", releasing 51 achievements in institutional innovation in 2 categories that can be promoted provincewide for other areas to learn throughout the province.
The Notice specifies that the 25 influential and innovative achievements explored in Shandong Pilot Free Trade Zone will be replicated and promoted across the province as the pilot reform experience. These achievements include seven items in business environment, six in trade transformation and upgrading, three in innovation in the financial field, four in innovation-driven development, four in marine economy, as well as the experience of regional economic cooperation among China, Japan and South Korea in simplifying the guarantee procedures of origin qualification and improving the tax preference of China-South Korea free trade agreement.
In addition, Shandong has introduced 26 innovative achievements with specific application scenarios and referential significance, such as "Shandong Health Security" enabling the joint development of medical insurance, medicine and medical treatment, as well as the implementation of the "sole examination and approval person" system to create a "minimalist examination and approval" model, which are used as best practice cases for learning and reference by all regions.
These 51 institutional innovations fully reflect the results of the close cooperation and active exploration with the practice of "Early and Pilot Implementation" between Shandong Customs, commerce and the pilot free trade zone since the establishment of Shandong Pilot Free Trade Zone.
