In Weihai there are 51 enterprises above the designated scale on the industrial chain of the shipping and marine engineering equipment industry, 13 ship repairing and building enterprises, and two “chain owner” enterprises: China Merchants Jinling Shipyard (Weihai) Co., Ltd. and Huanghai Shipbuilding Co., Ltd. Products in this industry involve over 40 varieties in 15 categories. Weihai has developed three shippbuilding clusters in Zaobu Bay, Lidao Bay and Shidao Bay.
The first initiative is to integrate factors, and optimize the industrial chain. More than 50 universities and enterprises, including Shandong Jiaotong University, are guided to jointly establish Weihai Shipping and Marine Engineering Equipment Industry Alliance, and accelerate the establishment of an industrial eco-system in which large, medium and small enterprises create synergy and interaction. University-enterprise cooperation matchmaking meetings are organized, in which enterprises are led with to cooperate with Wuhan University of Technology, Harbin Institute of Technology, Weihai and other research institutes, reaching nearly 20 cooperation intentions. The construction of Mingyang High-end marine Equipment Intelligent Manufacturing Industrial Park and Envision Energy Rushan Zero-carbon Industrial Park is accelerated.
The Second initiative is to lead through innovation and accelerate transformation and upgrading. “Several Policies to Support the High-quality Development of the Shipping and Marine Engineering Equipment Industry” are formulated and issued, which guide enterprises to increase their input in R&D, enhance their independent innovation capacities. As a result, 13 special stone dumpers, high-end RORO vessels, military auxiliary ships and other high value-added ships are delivered, and 24 kinds of marine-related equipment are included in the first list of major technical equipment and key core components of Shandong Province.
The third initiative is to strengthen the bottomline, and emphasize production safety. A series of activities are organized, including centralized rectification of maritime safety, safety production “the first class of operation”, “major learning, training and examination”. The main responsibility for production safety of shipbuilding enterprises is made clear to reduce and prevent production accidents.
