Shandong has made every effort to promote the integrated development of strategic emerging industrial clusters. The total value of seven national-level strategic emerging industrial clusters in the province reached 1.3 trillion yuan, with an average annual growth rate of 9.1% in the past three years.
Shandong has deepened the implementation of the innovation-driven development strategy and promoted collaborative innovation within the strategic emerging industrial clusters, boasting seven national-level clusters with 91 national-level innovation platforms such as the National Cloud Computing Equipment Industry Innovation Center and the National Innovation Center of High Speed Train, more than 800 provincial-level innovation platforms, and 354 public research and development service institutions. A whole innovation chain covering "breakthroughs in generic technologies, testing and verification of pilot experiments and commercialization of results" is gradually improved, indicating significant enhancement of innovation capacity.
Shandong has worked to cultivate and expand leading enterprises, improved the industrial chain and strengthened the planning, construction and reserve of strategic emerging industry projects. At present, Shandong's seven national-level clusters boast four leading enterprises (each of them is worth more than 100 billion yuan), such as Wanhua Chemical Group and Haier Group, 1,447 industrial enterprises above designated size, 2,250 service enterprises above designated size, and 28 subdivided industrial chains in the fields of big data, artificial intelligence (AI), special fibers, and innovative drugs, driving the development of more than 20,000 upstream, midstream and downstream supporting and related enterprises. Overall, an industrial chain system that features interconnectivity and coordinated development is being constructed rapidly.
