Recently, Shandong issued Several Opinions on Supporting the High-quality Development of the Private Economy. As per the document, Shandong will introduce 38 measures from 12 aspects based on its reality to promote a new round of significant development of the private economy.

In terms of ensuring a level playing field, Shandong will make constant efforts to improve the mechanisms for formulating and implementing policies related to enterprises; treat local and non-local enterprises on an equal footing, plan the development of local and non-local enterprises in a coordinated manner, and ensure consistent preferential policies and equal access to market opportunities for enterprises; implement the "one-stop" service and responsibility system for business and investment promotion and improve the whole-process closed-loop service mechanism.

In terms of strengthening talent introduction, cultivation, retention, and utilization for private enterprises, Shandong will support private enterprises in building "talent enclaves" and allow talents employed full-time by Shandong's wholly-owned R&D institutions outside the province (overseas) and offshore innovation and entrepreneurship bases registered and recognized at the provincial level to enjoy relevant talent policies released in Shandong; establish a list of urgently needed talents for key industries; carry out multi-layered and all-around talent introduction activities relying on market forces.

Meanwhile, Shandong will consolidate and expand overseas markets, encourage private enterprises to participate in the plan of organizing 100 exhibitions overseas to expand the market and support private enterprises to participate in key exhibitions; cultivate the branded commodity exhibition center in Shandong and promote private enterprises to expand the export scale through the pattern of "exhibition in front and warehouse at the back".
