Recently, Shandong issued the Reply of the Shandong Provincial People's Government on Establishing Longkou (Ocean) High-tech Industrial Development Zone. As per the document, Shandong approved the establishment of the Longkou (Ocean) High-tech Industrial Development Zone and included it in the scope for implementing the current policies for high-tech industrial development zones in the province. This is the first high-tech industrial development zone characterized by the ocean in Shandong Province.

According to the plan, Longkou (Ocean) High-tech Industrial Development Zone will take the Marine Sci-tech Innovation Center as its core area, focus on developing three leading industries of "high-end marine engineering equipment, new marine materials, marine medicine and biological products", form a new industrial development pattern where "leading industries play the driving role and other industries realize clustered development", and create a new coordinated development mode characterized by "one core, three industries, multiple elements and integration of Government, Industry, Major, Research, Finance, Service and Achievement".

After the establishment of the provincial-level high-tech industrial development zone is approved, Longkou will take building a high-tech industrial development zone for the marine industry that is influential and can play a driving role nationwide as the goal and promoting restructuring, transformation, and upgrading of the marine industry as the main task. Based on this, Longkou will work to create a high-end cluster area for the collaborative development of the marine industry, a green and efficient transformation area for traditional industries, and a characteristic leading area for marine sci-tech innovation and thus provide strong support for strengthening China's and Shandong's marine development.
