In order to implement the Opinions on Strengthening the Construction of a High-skilled Workforce in the New Era, Shandong Province has formulated the following implementation opinions on strengthening the construction of its high-skilled workforce in the new era.

First, Shandong will implement the action plan to cultivate more than one million craftsmen to boost Shandong's development through skills. Positive efforts will be made to deepen the implementation of the plan to improve vocational skills and gradually expand the scale of government-subsidized skilled talent training for senior workers and above; highlight the needs of industrial chains and emerging industries, and dynamically adjust the catalog of government-subsidized vocational skills training; promote the assistance program of providing education opportunities to realize dreams and advance the knowledge renewal of skilled talents; give full play to the comprehensive advantages of the government, enterprises, vocational colleges and social forces, and cultivate more than one million new craftsmen to boost Shandong's development through skills by 2030.
      Second, Shandong will implement the program to lay and consolidate the skill foundation for manufacturing. Solid work will be done to formulate a catalog of government-subsidized vocational skills training and increase support for government-subsidized training in advanced technologies, digital skills, and urgently needed types of work in the manufacturing industry; select and build a batch of national training bases for implementing the program to lay and consolidate the skill foundation and focus on the training of high-skilled personnel in the manufacturing industry.
