Shandong’s 12 departments and units including the Department of Industry and Information Technology of Shandong Province, the Shandong Development and Reform Commission, and the Department of Science & Technology of Shandong Province recently issued the Action Plan for the Technical Transformation and Upgrading of Traditional Industries in Shandong Province (2023-2025) (referred to as the “Action Plan”). Focusing on six traditionally advantageous industries, namely metallurgy, chemical industry, light industry, building materials, textile and garment, and machinery, Shandong Province aims to continue promoting “Technical Transformation in 10,000 Projects, Transition of 10,000 Enterprises” in the industrial field. By 2025, the overall quality and comprehensive competitiveness of the six major traditional industries are expected to be significantly improved, with an output value exceeding RMB 10 trillion.
Centering around five key directions, namely, promoting structural upgrading through high-end development, digital technology-real economy integration through intelligent development, energy saving and carbon reduction through green development, ecological integration through clustering development, and model innovation through service extension, the Action Plan puts forward 18 key tasks with quantified objectives, detailed measures, and strengthened responsibilities, serving as an important lever to drive the technical transformation and upgrading of traditional industries.
