Recently, the Shandong Development and Reform Commission (SDRC) issued Several Measures on Further Promoting the Branding of "Smart SDRC and Cordial and Clean Service" to Advance the Reform of Streamlining Investment Project Approval. Based on the needs of business entities, especially private enterprises, the document has called for more efforts to reform investment project approval procedures by "reducing links, documents, and costs and improving convenience." Thus, Shandong aims to vigorously serve investment promotion and project construction and expand effective investment.
Focusing on the long processing time of prerequisites and certification matters, the document has put forward many measures. For 12 legal prerequisites such as land use preliminary examination, site selection opinions, and impact assessment of social stability risks that are needed for six provincial-level matters such as energy conservation review, project approval, and feasibility study approval, multiple departments were needed and relevant procedures were processed one by one in series previously, but now these departments can process relevant procedures in parallel in a centralized manner; business licenses, real estate ownership certificates, and resident ID cards that are needed for six provincial-level matters such as project approval, overseas investment permit and feasibility study approval will be included in the scope of notification commitment system based on applicants' independent choice.
