In order to accelerate the high-quality development of the industrial machinery industry in Shandong Province, the Shandong Provincial Party Committee and the People's Government of Shandong Province have placed great emphasis on the implementation of a high-quality action plan.

The plan revolves around the "1131" breakthrough project, which stands for "one cluster, one company, three nuclei, and one system." The "one cluster" refers to the establishment of a world-class industrial machinery industrial cluster. The "one company" refers to the cultivation of a world-class high-end CNC machine tool company. The "three nuclei" signify the leadership role played by Jinan, Weifang, and Zaozhuang, along with the collaborative development of other cities. Lastly, the "one system" aims to create a leading industrial machinery technology innovation system at the national level.

The plan aims to achieve operating revenue of more than 70 billion yuan, promote the construction of innovation and research platforms for industrial machinery, establish three provincial-level or higher industrial machinery innovation centers, and create more than 20 typical application scenarios and 3-5 globally recognized brands by 2025; and achieve operating revenue of more than 85 billion yuan, foster at least one company with an operating revenue exceeding 10 billion yuan, three companies with an operating revenue exceeding 5 billion yuan, and over 20 companies with an operating revenue exceeding 1 billion yuan by 2027.
