Recently, Shandong Province has launched a pilot project for talent-driven high-quality development in county-level areas on all fronts. Based on their efforts in the foundation of industrial development and the characteristics of industries, Shandong has selected 16 best counties (county-level cities and districts) to carry out the pilot project, including Licheng District of Jinan City, Jiaozhou City, Huantai County, Tengzhou City, Dongying District of Dongying City, Longkou City, Shouguang City, Zoucheng City, Feicheng City, Rongcheng City, Lanshan District of Rizhao City, Lanshan District of Linyi City, Qihe County, Linqing City, Zouping City, and Caoxian County.

The pilot project for talent-driven high-quality development in county-level areas will focus on unleashing the driving force of talents in county-level areas. Leveraging the industrial advantages of the pilot counties (county-level cities and districts), the pilot project will revolve around major tasks in county-level areas, such as exploring new mechanisms for precise talent cultivation, developing innovative and effective talent attraction models, building a new ecosystem for retaining and utilizing talents, and actively integrating into the new pattern of regional talent development. Through these efforts, it aims to actively explore the path to promote the growth of industries by gathering and cultivating talents, taking into account the development characteristics of county-level areas.
