On February 4, the Conference on Promoting the Top Priority Project for High-quality Development in Shandong's Industrial Economy took place in Jinan. Zhou Naixiang, Deputy Secretary of the CPC Shandong Provincial Committee and Governor of Shandong Province, was present and delivered a speech.

Zhou Naixiang emphasized the importance of prioritizing the transformation and upgrading of the industrial economy. By taking significant steps in the development of sophisticated manufacturing sectors, Shandong should strengthen and elevate its leading industries such as high-end chemicals and machine tools, and proactively plan for industries of the future. Efforts should be made to advance beneficial investment and projects, enticing high-value projects, initiating key flagship projects, and executing the quarterly initiative of "A Thousand Projects and A Hundred Billion Yuan" to guarantee that investment in these projects is realized. Shandong must prioritize innovation in science and technology as a driving force behind its industrial modernization and hasten the growth of new productive forces. The development of the private sector and private enterprises should be a central concern, in order to fully unleash the dynamism inherent in the privately-driven economy. Attention should also be given to providing policy support and fostering a favorable business environment, ensuring that enterprises can directly benefit from preferential policies without the need for a formal application process. Additionally, there should be an emphasis on constant monitoring and analytical review, with a focus on the management and coordination of key sectors, enterprises, and areas to guarantee the continuous and sound advancement of the industrial economy.
