The Department of Industry and Information Technology of Shandong Province recently issued the Work Plan for the Digital Transformation of Industrial Enterprises Above Designated Size in Shandong Province (2024-2026). The work plan aims to achieve a digital transformation coverage rate of approximately 98% among industrial enterprises above designated size in the province and an in-depth transformation rate exceeding 50% within three years.

In 2023, the digital transformation coverage rate among industrial enterprises above designated size in Shandong stood at 87.3%, and those are the main target group for further transformation and upgrading. The in-depth transformation rate reached 42%, while 12.7% of enterprises had not undergone digital transformation and were identified as the main target group to be advocated for digital transformation. Shandong will promote the application of digital technology to non-transformed enterprises through the "one file for each enterprise" approach, and assist transformed enterprises in upgrading and leaping forward through the "one file for each project" approach. These efforts aim to accelerate the development of benchmark enterprises, demonstrating industries, and exemplary regions, thus guiding and driving industrial enterprises to achieve comprehensive improvement in digital transformation.

Targeting key enterprises, Shandong will cultivate enterprises led by digital technology, intelligent factories, 5G factories, and excellent digital industrial enterprises in a hierarchical manner and build them into benchmark enterprises. Additionally, more than 50 provincial-level "industrial brains" and around 50 "digital economic headquarters" will be established to support this endeavor.
