On March 25, the Information Office of the People's Government of Shandong Province held the fifth press conference around the topic of "Strengthening Efforts to Create a High-standard Business Environment". At the conference, Pan Wenyong, Deputy Director of the Human Resources and Social Security Department of Shandong Province, introduced Shandong as a province with strong strength in economy and manufacturing. In total, there are 41 major industrial categories and 31 major manufacturing categories, which should be supported by a large-scale and high-quality skilled talent team.

By the end of 2023, the total number of skilled talent in Shandong Province was 14.94 million, ranking among the top in China. There were 215 technical schools with 450,000 students, ranking first and second respectively in China. In 2023, Shandong Province witnessed the emergence of 318,000 new highly skilled talents with a year-on-year increase of 45%, thus completing the target assigned by the Ministry of Human Resources and Social Security by 212%. The total number of highly skilled talent has exceeded 4 million. Currently, there are 22 winners of the China Skills Award, 70 skilled talents enjoying the special government allowance from the State Council, 695 national skilled workers, 2,102 Qilu chief technicians, and 3,599 Shandong provincial skilled workers. Shandong ranks among the top in China regarding the total number of highly skilled talent and highly skilled leading talent.
