During the 8th session of the Standing Committee of the 14th Shandong Provincial People's Congress on March 27, the revised Regulations of Shandong Province on Science and Technology Progress were deliberated and approved, set to be implemented on May 1, 2024.

The Regulations highlighted the leading role of scientific and technological progress in developing new quality productive forces within the legislative purpose. The Regulations also outlined the importance of "accelerating the development of new quality productive forces, harnessing the power of science and technology as the primary productive force, innovation as the primary driving force, and talent as the primary resource." Additionally, there was a focus on applying scientific and technological innovation achievements within specific industries and industrial chains. Special emphasis was placed on making breakthroughs in key core technologies and conducting research and development of and generic industrial technologies, especially in fields such as the "top ten sectors", ecological conservation and environmental protection.

Adhering to a strategy for development driven by talent, the Regulations required efforts to accelerate team building and system development for scientific and technological personnel. According to the Regulations, actions will be taken to strengthen the construction of a strategic talent force and improve the working mechanism for selecting and supporting innovative talents and teams such as leading talent in science and technology. Additionally, efforts will be made to integrate industrial development with talent introduction and cultivation and coordinate the training and development of relevant talents to meet the development needs of key industries, major projects and crucial areas.
