Recently, the Department of Science & Technology of Shandong Province introduced the Action Plan for Promoting the High-Quality Development of High-Tech Enterprises in the Province, with a focus on key areas for fostering high-tech enterprises and enhancing their innovation capabilities. The following three major actions were announced in the Plan to make specific measures more accurate.
First, it calls for support for high-tech small and medium-sized enterprises (SMEs), establishing an incubation system for sci-tech enterprises throughout the full life cycle based on the development layout of Shandong's advantageous characteristic industries. Up to now, Shandong has hosted over 45,000 national sci-tech SMEs, which made it rank third nationwide.
Second, it launches the action of innovation and quality improvement for high-tech enterprises, aiming to support high-tech enterprises in innovation breakthroughs and robust growth and consistently enhance their involvement and influence in major scientific and technological projects.
Third, it requires efforts to provide a solid foundation for high-tech enterprises to further refine the innovation ecosystem. This includes bolstering support in sci-tech finance, optimizing the functions of the provincial sci-tech finance credit enhancement platforms, and guiding financial institutions to offer full-cycle financial services to high-tech enterprises. Additionally, the province encourages cities to establish a "white list" for high-tech enterprises and advance the accessibility of sci-tech resources and application scenarios for enterprises.
