Located in the east of the town of Liaocheng City, Liaocheng Economic and Technological Development Zone, which received the construction approval of the People’s Government of Shandong Province in December 1992 and began construction in October 1995,  was upgraded to a state-level economic and technological zone with the approval of the State Council in March 2013. With an area of 181 km² and a population of 150,000, it has jurisdiction over four villages and towns (sub-districts) at present. It has passed the certification of ISO9000 quality management system and ISO14000 environmental management system, won the Development Progress Award among development zones of Shandong Province and earned multiple honorable titles including Role Model Area in Opening-up, Role Model Area in Scientific Development, Innovation Instruction Base for Province-level Small Enterprises and Shandong Provincial Industrial Park for High-end Equipment Manufacturing (New Energy Automobile).

With easy accessibility, the Zone is emerging as a significant transportation hub of North China.The Handan–Jinan Railway has opened to traffic and Jinan–Liaocheng Intercity Railway, The Jinan–Zhengzhou High-speed Railway and Liaocheng–Tai’an Railway are under planning and construction. Jinan–Liaocheng Expressway, Qingdao–Yinchuan Expressway and Dezhou–Liaocheng–Shangqiu Expressway (under construction) converge here and are linked to the Beijing–Shanghai Expressway and Beijing–Fuzhou Expressway, forming a mature transportation network. Jinan Yaoqiang International Airport, 120 km away from the Zone, is within 1-hour distance; the Port of Qingdao, 400 km away from the Zone, is within 4-hour distance directly by railway and expressway; the Port of Tianjin and Port of Rizhao, 400 km away from the Zone, are both within 4-four distance directly by expressway; the Port of Yantai is within 5-hour distance.

Liaocheng Economic and Technological Development Zone abounds with energy and resources, which will lay solid material foundations for investment projects. So far, it has been built up with one 2×2.4KW thermal power station, three 110KW substations and one 35KW substation, supplying electricity 500,000 kWh to an area of 700,000 km².

Since establishment, it has focused on the current industrial base and industrial structure and developed an industrial pattern featuring “two + five + one”. Specifically, “two” means two leading industries—— high-end equipment manufacturing and modern service; “five” refers to five key industries——biomedicine technology, deep processing of metallic materials, new energy automobile, mechanical and electrical equipment and modern logistics; “one” stands for high-efficiency agriculture. The Zone has taken the two leading industries as the lead and five key industrial parks as the prop to accelerate its pace of development and expedite transformation, adjustment and innovation. Meanwhile, it has ramped up efforts to develop electronic information, e-commerce, financial investment, R&D design and other modern high-end service industries. Centering around replacing old drivers of growth with new ones, the Zone has made big moves to implement projects for boosting the new energy and new energy automobile industries, projects for extending the industrial chain of biological food industry, projects for strengthening the industrial chain of smart mechanical and electrical equipment industry, projects for fostering health and leisure service industry, projects for building national production and sale bases for quality steel pipe industry, and “4+1” projects for replacing old drivers of growth with new ones, in a bid to increase the reliance of traditional industries on high technology, achieve the scale production of emerging industries and provide modern auxiliary facilities, thus shifting itself from a single unitary industrial area to a new comprehensive industrial area dominated by industry.

In addition, the Zone enjoys well-developed infrastructure. With more than a decade of construction, it has equipped the built-up area with sound road, water, electricity, gas and other infrastructure, meeting the standard of “Nine Available, One Accessible”. Therefore, it has formed a completed transportation network that offers auxiliary facilities to plants of enterprises in the Zone, enabling the undertaking of large projects.
