Jinan Comprehensive Free Trade Zone was established on May 15, 2012 with the approval of the State Council. The approved area is 5.22 km², which was transformed and upgraded from the original Jinan Export Processing Zone.  Covering an area of 2.02 km², Phase I passed the approval of the Central Administration of Customs and nine other national ministries and commissions on December 25, 2013. 

Investment Environment

Sitting on No. 33688, Jingshi East Road, Jinan City, Jinan Comprehensive Free Trade Zone borders Beijing-Shanghai Expressway to the west, Jinan-Laiwu Expressway to the south, and Jingshi East Road to the north, thus enjoying convenient road traffic. In May, 2017, in order to get integrated into the "Belt and Road" initiative, give full play to the combined advantages brought along by Jinan Comprehensive Free Trade Zone and airport, and push for the coordinated development strategy of provincial capital city cluster, the CPC Jinan Municipal Committee and the People's Government of Jinan Municipality decided to relocate Jinan Comprehensive Free Trade Zone to the north of Jinan Yaoqiang International Airport. In July of the same year, the Request for Instruction on the Relocation and Reconstruction of Jinan Comprehensive Free Trade Zone submitted by the People's Government of Shandong Province was forwarded to the Central Administration of Customs by the State Council.

The new site of Jinan Comprehensive Free Trade Zone neighbors Shandong Comprehensive Pilot Zone for Replacing Old Drivers with New Ones, the core area of Jinan International Inland Port, and Class-I port of Jinan aviation. With the industry cluster advantage of Jinan High-tech Industrial Zone, Jinan Comprehensive Free Trade Zone will enjoy visible prime location in the new site, and become an airport-based comprehensive bonded area enjoying national strategy and multiple location advantages.

Once the reconstruction completes, Jinan Comprehensive Free Trade Zone will realize seamless connection and integration with the Jinan Yaoqiang International Airport. As such, superimposed effect of three-dimensional transport and multi-modal transport will be realized among Jinan Yaoqiang International Airport, New Jinan East High-speed Rail Station, Dongjia Railway Cargo Station, Xiaoqinghe Air Transport, urban rail transit, and high-speed railway, thereby expanding development space.

Development Trend

Within airport economic zone, International Logistics Park is an important vehicle for Jinan to build a regional logistics center among “four centers”; China-Europe Manufacturing Industrial Park will become “China-Germany SMEs Cooperation Demonstration Area” in the north of river, where high-end manufacturing industry is gathering together. With its own function advantage, together with the above-mentioned prime location, Jinan Comprehensive Free Trade Zone will realize interactive and integrated development with airport economic zone.

In the future, Jinan Comprehensive Free Trade Zone will leverage on the policy advantages as a national hi-tech industrial zone, a comprehensive bonded zone, national independent innovation pilot zone in the hi-tech zone of Shandong Peninsula, a national pilot zone for the state to build new system of open economy, and national comprehensive pilot zone for replacing old drivers with new ones. Following an open, innovation-oriented and integrated development approach, it will work to build five distinctive industry systems, namely modern logistics and storage, airplane maintenance and refitting, bonded processing and manufacturing, cross-border e-commerce and business, and finance and aviation leasing. It will mainly introduce projects in bonded logistics, bonded processing, aircraft leasing, bonded exhibition, international trade, cross-border e-commerce, and offshore finance. It will strengthen communication and cooperation with Taikoo (Shandong) Aircraft Engineering Company Limited, Shandong Xiangyu Aviation Technology Service Co., Ltd., Aero Plus International Holdings Limited, and other aviation enterprises. It will also bring in aircraft refitting, aviation materials storage and trade, aircraft maintenance parts and components manufacturing, and other projects. The objective is to build Jinan Comprehensive Free Trade Zone into an international comprehensive bonded service center, an international culture and trade communication center, and a pacesetter in deepening reform and innovation-oriented opening up, and a leading area among high-end industries of provincial capital cluster.
