Recently, the Theoretical Study Group for Leading Officials of the CPC Shandong Provincial Committee conducted collective learning, requiring the integrated promotion of education, sci-tech development, and talent. Shandong strives to create a regional innovation hub.

In recent years, Shandong has highlighted the role of sci-tech innovation and vigorously implemented the strategy of strengthening Shandong through science and education and invigorating Shandong through talent as well as the strategy of innovation-driven development. It has actively established provincial-level sci-tech innovation platforms covering new energy, new materials, biological medicine, and other fields, which can provide a reliable guarantee for Shandong's sci-tech innovation.

Currently, Shandong is exploring the establishment of the "1313" laboratory system. It has built one national pilot marine laboratory, 21 state key laboratories, nine provincial-level laboratories, and 261 provincial-level key laboratories, which have played a significant role in strengthening basic research and applied basic research. It is estimated that by 2027, there will be 50,000 high-tech enterprises in Shandong. The national sci-tech SME information database will be established to fully implement preferential policies for enterprises.
