Jining National High-tech Industrial Development Zone was founded in May 1992, governing 5 streets, with a population of 250 thousand and an area of 255 square kilometers. It is the pilot high-tech zone of national science and technology innovation service system, innovative industrial cluster, clustered management of strategic emerging industry and intellectual property, and science and technology business incubation chain, and talent management reform experimental zone at the provincial level and scientific and technological finance pilot high-tech zone in Shandong Province. 

Currently, Jining National High-tech Industrial Development Zone has entered the "Third Entrepreneurship" and the new era for Liaohe River. It is also developing its pilot zone for replacing old growth drivers with new ones, pioneer area for system and mechanism innovation and smart city construction demonstration area, ensuring that it will act as a demonstration zone and take the lead in Jining City. Meanwhile, it will strive for further development among all the high-tech zones throughout China. 

The development zone has solid industrial foundation. It has established four national industrial bases and National Beidou Industrialization and Application Demonstration Zone, with the former including industries of engineering machinery, photoelectric information, biotechnology and textile new materials. A host of the world top 500 enterprises have made investments here, including HP, Oracle, IBM, Komatsu, BASF, UMC, Huawei, etc. And the number of key enterprises ranks the top among the same industries in China, including Ruyi Technology, Shantui Construction, Intelligent Optical Communication, Taifeng Hydraulic, Hock Technology, Cisen Pharmaceutical, etc. 

The development zone is supported by strengthened human resources. It has established lots of public talent platform integrating training, introduction and industry-university-research, such as talent alliance, university park and university sci-tech park. In Jining University Park, we introduced a group of elite school resources such as Shandong University and Fudan University. The training centers of HP and Oracle train 3,000-10,000 professional personnel in IT. Fifty-seven vocational colleges and schools are training 160,000 professional technical personnel. All the workers are trained well, hardworking and honest. 

The development zone has complete public platform. It has established innovation platforms such as productivity promotion center, innovation park for returned overseas students and creative building, the open operation of 17 industry public technology platforms. And established 3 international technology business incubators with the accelerator covering over 2 million square meters, over 100 engineering (technology) centers above provincial level, doctor workstations and academician workstations, forming a complete value chain innovation service system including project identification, team building, enterprise incubation, technical support, legal business, etc. 

The development zone enjoys active sci-tech finance. It has sofar established the financial facilities including capital center, Wutaizha Financial Street, Yangqiao Financial Group and financial center, gathered hundreds of financial institutions including banks, securities, guarantees, insurances and funds, set up the first technology small loan company in Jining, the business scale of a total of 20 venture capital investment, venture capital and angel fund institutions has reached more than 5 billion, providing a solution of investment and financing for science and technology enterprises and innovative talents. 

The development zone is well infrastructure. It has sped up the development of Liaohe New Area, with its core area of science-technology new town expanded to 17.6 square kilometers. It has established infrastructures for scientific research, education, business, finance, living, life, social and recreational activities, including a 15-year international school, a third-grade class-A hospital, a technology center, Yinxiang Yinlongwan, Aeon Shopping Center, eastern oasis, Liaohe wetland, creative SOHO, experts’ apartment buildings, enterprise home, youth apartment buildings. All these facilities make the overall regional environment meet the requirement of ISO 14001 certification. 

The development zone has leading business environment. It has established the leading digital civic center which keeps the pace with and learns from advanced high-tech zone. It is the first one to open the economic and social affairs service call center in Shandong, and has created the system advantage featuring "big platforms with small area divisions, big society with small governments, big service with small organs, big community with small streets", becoming one of the areas in Shandong with the least procedures for administrative approval, the highest service efficiency, the best development environment and highest market vitality.
