Shandong recently issued the Notice on Building "Zero-Waste Cells" in Shandong Province and the Evaluation Guidelines for the Building of "Zero-Waste Cells" in Shandong Province, establishing standardized and unified construction and evaluation standards for "zero-waste cells" based on the actual situation in the province. During the "14th Five-Year Plan" period, Shandong aims to develop a group of high-quality provincial-level "zero-waste cells" that play a leading and driving role in promoting the "zero-waste city" plan in the province.

The Notice specifies 10 categories of provincial-level "zero-waste cells" to be developed, including "zero-waste factories", "zero-waste industrial parks", "zero-waste towns (subdistricts)", "zero-waste communities (villages)", "zero-waste shopping malls", "zero-waste restaurants", "zero-waste schools", "zero-waste hospitals", "zero-waste government offices", and "zero-waste scenic areas".

Since 2022, the construction of a "zero-waste city" has been underway across the province. Last year, Shandong launched a mandatory clean production audit plan for 1,147 key industry enterprises, and the number of enterprises implementing the plan has exceeded 1,000 for four consecutive years, ranking at the forefront nationwide.
