Recently, the Shandong Provincial Department of Transportation organized the preparation of the Three-year Action Plan for High-quality Development of Low-altitude Economy in Shandong Province (2024-2026), soliciting public opinions and suggestions from April 22 to May 23.
According to the Exposure Draft, Shandong aims to lead the nation in the level of service provided by the low-altitude economy, with a diverse range of application scenarios and a significant enhancement of industrial capabilities by 2026. The low-altitude economy industry is expected to become a key driver of high-quality economic development in the province.
Specifically, the plan includes the comprehensive establishment of an intelligent management service platform covering various types of low-flying aircraft, including drones, helicopters, and fixed-wing aircraft. It also proposes to build 2 urban low-flying integration flight demonstration bases, 4 flight service stations, 40 general airports, and 400 digital low-flying aircraft take-off and landing platforms, among other facilities.
Moreover, Shandong plans to rapidly enhance the low-altitude economy industry, focusing on the research, development, and manufacturing of industrial standard drones and other unmanned aerial vehicles. The goal is to nurture over 20 100-million-yuan-level leading companies, as well as over 50 specialized, fined, peculiar and new enterprises and 300 industrial chain-based enterprises. This development strategy aims to establish a low-altitude economic industry development pattern led by Jinan and Qingdao and supported by Yantai, Dongying, Rizhao and Binzhou.
