In recent years, Shandong Provincial Department of Industry and Information Technology has built a national and provincial manufacturing innovation center closely around key industrial chains. First, it has successively created a national advanced printing and dyeing technology innovation center and a national high-end intelligent household appliance innovation center. The province has a total of 2 national-level manufacturing innovation centers, second only to Beijing and Guangdong, and ranks third in the country with Shanghai, Jiangsu and other provinces and cities. Second, it accelerates the layout and construction of provincial manufacturing innovation centers around key industrial chains. It has successively identified 22 provincial manufacturing innovation centers including new yarns and fabrics, sporting goods, green marine chemicals, recycling of industrial solid waste resources, ultra-high-definition video, environmental control and energy-saving technologies, and bearings. More than 20 hydrogen production and energy storage, intelligent application of Internet of Vehicles etc. have been newly cultivated, forming a rational system for the cultivation and construction of manufacturing innovation center.

Next, the Shandong Provincial Department of Industry and Information Technology will adhere to the idea of "stock + increment". On the one hand, give full play to the role of the approved national and provincial manufacturing innovation centers; on the other hand, highlight key points and cultivate them in stages, and build a work pattern of identifying, cultivating, and reserving a batch.

National Center: First, build a national advanced printing and dyeing technology innovation center and a national high-end intelligent household appliance innovation center with high standards. Urge the two centers to implement the facilities conditions for technology development, testing and verification, pilot-scale incubation, and achievement transformation as soon as possible, list out a list of technical breakthroughs, and implement targeted breakthroughs. Second, aim at the 36 fields announced by the Ministry of Industry and Information Technology, further explore and select the fields and enterprises with comparative advantages in Shandong for key cultivation, and strive to enter the first echelon of China in the construction of the national manufacturing innovation center. Provincial centers: First, focus on 42 key industrial chains, accelerate the layout of provincial manufacturing innovation centers, build a collaborative innovation platform for the upstream and downstream of key industrial chains, and support collaborative innovation in the industrial chain. Second, give full play to the role of the 22 provincial manufacturing innovation centers that have been built. Focus on respective industrial chains to break through common key technologies, accelerate the commercialization and industrialization of scientific and technological achievements, actively play the role of innovation resource integration, common technology research and development, innovation service platform, and leading talent cultivation, stimulate the endogenous power of innovation, and play a leading role in the collaborative innovation of the industrial chain. Third, guide prefectures and cities that have not yet built manufacturing innovation centers to rely on local advantageous industries and leading enterprises to cultivate key industries, so as to achieve zero breakthroughs as soon as possible.
