Recently, the Shandong Provincial Department of Culture and Tourism formulated and issued the "Guidelines for the Creation of Tourist B&B Cluster Areas (Trial)" (hereinafter referred to as the "Guidelines").

The "Guidelines" proposes that the tourist homestay agglomeration area takes "rural revitalization demonstration area, common prosperity pilot area, three-industry integration model area, ecological environment protection area, brand building innovation area" as the goal of creation, takes "rural revitalization and common prosperity as the guide, adheres to high-quality development, follows the principle of local conditions, coordinated development, integrated development, green development, and various beauty", and takes "innovate the system and mechanism, improve the governance system; highlight the creation of characteristics, promote high-quality development; adhere to the integration of innovation, enrich the product format; implement linkage marketing, create characteristic brands; improve infrastructure, achieve co-construction and sharing; strengthen guidance and supervision, and improve service level" as the task of creation.

The "Guidelines" make it clear that the Shandong Provincial Department of Culture and Tourism will organize a review of the named homestay agglomeration areas in a timely manner, and the review will be a combination of explicit investigation and unannounced visits. Demonstration areas that fail to meet the review standards or have major tourism illegal cases, major tourism production safety liability accidents, serious uncivilized tourism phenomena, and serious damage to the ecological environment, will be warned or withdrawn as appropriate. For tourist and homestay gathering areas that have been warned, if problems are rectified actively, they can apply for re-acceptance after half a year, and the tourist homestay cluster area whose title has been revoked can only be re-declared after three years.
