Rural revitalization is a comprehensive endeavor. It requires the collaboration of human, material and financial resources, as well as the effective integration of talents, resources and strategies. Building a Shandong model for rural revitalization is not solely the responsibility of agriculture and rural areas; it necessitates the coordination of various resources and collective efforts to achieve the same goal.

Technological innovation is the fundamental driving force for promoting agricultural and rural modernization and critical support for comprehensive rural revitalization. By leveraging technology in agriculture, Shandong continues to strengthen the development of innovative projects, breed superior crop varieties, and strive for technological breakthroughs. It has established 21 national agricultural science and technology zones and developed 650 new varieties of major crops, contributing 66.3% to agricultural sci-tech progress.

In the Longwan Lake Provincial-level Rural Revitalization Demonstration Area for a Shandong Model in Sishui County, Shandong, a partnership recruitment model combining "government support, platform incubation, and market operation" has been explored and developed. This model promotes the sharing of interests among partners, village collectives, and farmers. Based on this model, Sishui has successfully attracted 256 partners and implemented 112 partnership projects, resulting in a significant increase of over 60 million yuan in villagers' income and more than 10.9 million yuan in collective income.
