Recently, 17 departments including the Department of Industry and Information Technology of Shandong Province issued the Implementation Plan for Three-year Action on Green, Low-carbon and High-quality Development of Shipbuilding and Marine Engineering Equipment Industrial Chain in Shandong Province (2023-2025). The document has proposed to promote the greater development of the shipbuilding and marine engineering equipment industrial chain and gather a number of leading and high-growth quality SMEs along the industrial chain. Meanwhile, Shandong has also been encouraged to build a domestically leading and internationally influential industrial cluster for shipbuilding and marine engineering equipment and develop it into a shipbuilding industrial base in the Bohai Rim area in China and a leading marine engineering equipment R&D and manufacturing base in the world.

Besides, the document has called for efforts to optimize the industrial pattern where "three cores lead the core area" and "multiple points support the cooperation area." Making up the core area, Qingdao, Yantai, and Weihai will strengthen linkage and coordination, participate in international competition in an in-depth manner, and build an industrial chain system and leading area integrating R&D, design, materials, equipment, services, and other fields. Jining, Dongying, Weifang, Zibo, Rizhao, Binzhou, and other places will give full play to their advantages in industrial foundations and focus on strengthening inland river ships, supporting shipbuilding and marine engineering equipment, and other industries.
